QDoc: Refactor qdoctagfiles

      Turn qdoctagfiles into a TagFileWriter to get this in line with similar design choices. This might pave the way for considering a Writer super class that may help reduce code duplication between the three writers. Include tests as part of the refactoring to ensure no behavior change occurs.
