macOS on ARM (moA)

Description
Apple is moving macOS towards ARM64 based hardware. This Epic should cover all cross-Qt tasks to make it happen for macOS as a development host. This means but it not limited to
- Qt designer tooling (QDS) on macOS+ARM64
- Qt developer tooling on macOS+ARM64
- Qt Creator
- Deploy, Debug, Profiling
- Other developer tools part of Qt 6 and currently available on macOS+Intel based HW
- Setting up CI (COIN)
- Setting up RTA and other parts of test automation
- Cross compilation targets from macOS+ARM to same level as with macOS+Intel
- Enable PYSIDE on moA
PYSIDE-802 - Enable QtWebEngine on ARM
QTBUG-85537 - Documentation
- Qt Online Installer and Maintenance tool requirements
- What, if anything from here, we bring to Qt 5.15 LTS
- Other bits
Note that we still intent to support also macOS on Intel based hardware, that will be faded out later depending on market adoption of macOS+ARM64 as well as Apple compliance between Intel and ARM based HW as a development host.
