xdgConfigDirs doesn't look in the default INSTALL_SYSCONFDIR location

    Description

      With Qt6, the default location for config file is ${CMAKE_INSTALL_PREFIX}/etc/xdg and QtBuild.cmake allows using a location outside of the installation dir.

      However, qstandardpath_unix.cpp doesn't look there if XDG_CONFIG_DIRS is not set.

      xdgConfigDirs will only contain /etc/xdg
