Can't enable LTCG for cmake builds

      I'm using the latest dev branch.
      I have passed "-DCMAKE_INTERPROCEDURAL_OPTIMIZATION=ON" to cmake when configure, however, I still got the "Using LTCG ............................. no" message when the configuring is done.

      UPDATE:
      After configuration, I opened the generated build.ninja file, and found that the /GL and /LTCG parameters are correctly set. It seems that the summary of configuration is not correct.
