Add-on doc build enabler in qtbase module config instructions

      Add Qt6 add-on doc build instructions into qtbase.

      Each add-on can then enable the doc build for itself by enabling pre-defined env in the module config of the add-on.

      This way each add-on does not need to duplicate the instructions in module config.
