Mirror -no-gui qmake configuration in CMake

    Description

      We should add a -no-gui CMake configuration.
      Initially the qmake qt6.0 config was restored in https://codereview.qt-project.org/c/qt/qt5/+/320461

      It currently fails while configuring qtdeclarative, at https://codereview.qt-project.org/c/qt/qt5/+/320735
