Move Qt Assistant to a separate package/repository

    Description

      Qt Assistant should be moved to a separate repository, outside of qttools (and arguably qt5.git).

      Reasons:

      • Qt Assistant is not bound to a single Qt version, or toolchain. But because we build and ship it as part of Qt libraries, users often have multiple installations of it.
      • Because it is part of qttools, adding dependencies to other leaf modules is hard. We encountered this when trying to use Qt WebEngine as render backend.
