The -Wno-dev option to configure doesn't suppress the warnings that claim it will

      When I run configure, on dev, I get several warnings that end by saying 

      This warning is for project developers.  Use -Wno-dev to suppress it.

      However, passing -Wno-dev to configure does not, in fact, make any difference; I still get these warnings.
