System font scaling is inconsistently applied

      Changing Windows 10 font scaling factor updates some GUI components (for example, menus) but most of them keep the original size. I've tested this with some popular Qt applications: Anki and LyX (see my detailed comment to downstream report https://www.lyx.org/trac/ticket/12060#comment:6).
