Compile issue with building Qt for windows with provided Angle OpenGL.

    Description

      Building Qt is failing at compile time to find Qt related C++ symbols for the opengl libraries.
      It seems like Qt made some changes to prevent Qt from using a third party supplied opengles2 implementation on Windows.
      This completely blocks our ability to use Qt on windows until this issue is resolved.
      The Garmin implementation of angle used in 5.12 is not integrating with QT 5.15.1.
