Inconsistent behavior of InputPanel between release and debug config on Windows

Define the InputPanel block twice in QML (or instantiate it twice in other manner ) gives exception in debug config but works in release config. 

If InputPanel cannot be instantiate more than once, this need to be mentioned in documentation. Either way behavior needs to be the same in debug and release

To reproduce, write another InputPanel block in the VirtualKeyboard/basic example
