Enable QtScxml per-module builds with Conan

    Description

      QtScxml repository contains 2 statemachine modules: Scxml and StateMachine.
      Both modules have a main cpp library and QML binding library+plugin.

      Currently the Conan build for the module is done unconditionally for both modules. The target is to be able to build the modules also individually.

      At the time of this writing there are few technical options to achieve this. We need to experiment these options in practice in order to settle for the best option. See https://bugreports.qt.io/browse/QTQAINFRA-4239
