Don't show the "Insert Unicode control character" menu entry when unnecessary.

      As it's been done for Windows already, this menu entry doesn't seem to be necessary for non right-to-left languages.
      Ideally, QLocale would provide an easy way to determine if RTL support is needed for a given locale.
