Allow setting permissions and features from the project files

Allow setting the permissions and features from the the user project file (qmake, cmake). Currently there's the vars ANDROID_PERMISISONS and ANDROID_FEATURES but they work on with module projects, and it would be beneficial and more efficient for users to set such values without having to create a manifest file and edit it manually to add these values.

QtC could adopt to such change as well.
