[Feature Request] Middle click smooth autoscroll support

I want support for middle click smooth autoscroll for every qt application.
I love the middle click smooth autoscroll feature from windows.
I hate it that just web browsers support it,but not every qt program.
And before you say "Ask the devs of those programs",that would not be a good idea,cause all of them would have to implement it for their own program and they have other things to do.

(I don't know what component does this,so sorry if I choose the wrong one)
