Add the shell wrapper for the qtpath executable associated with target_qt.conf

      Since qtpaths replicates the 'qmake -query' functionality, it is useful to wrap it with a shell script to implicitly use the target_qt.conf configuration file for cross-compilation settings.

      The file should be structured similarly to the qmake-target shell script.
