cannot build qtbase without pcre2

      When configuring qtbase with

      cmake -GNinja -DFEATURE_developer_build=ON -DFEATURE_pcre2=OFF -DQT_BUILD_EXAMPLES=OFF -DQT_BUILD_TESTS=OFF ../qtbase

      on Windows, I get the error

      – The following REQUIRED packages have not been found:

      • WrapPCRE2
