TableView: ensure rows are visible at when height is bound to the size of the view

If the rowHeightProvider returns a height per row that depends on the height of the TableView, it might return a 0 height for all rows at start-up. Since this can be confusing, consider adding a special case where we do an automatic forceLayout whenever TableView is resized from empty to a valid size.
