qt.conf doesn't work

I copied the libraries and application to the target system. The target system is identical to the host, with the only difference that in the target I use eglfs instead of xcb. The application resources have qt.conf. I created it according to this guide https://doc.qt.io/qt-5/qt-conf.html. But it doesn't work, the application can't find the libraries.
