Add a build target to start Android apps on a device

      Currently it might be too much work to start an Android app from terminal, it would be more convenient to provide a target like "make run_app". There's already a facility for this for running Android tests in cmake's  qt_internal_android_test_arguments() that could be reused to enable this.
