Add a property to indicate if the current locale is a right-to-left locale.

The information is already in the CLDR and it might be very useful for some people. We can even base our keyboard layout detection on purely QLocale - i.e. QApplication::keyboardLayoutLocale() and QApplication::keyboardLayoutDirection() might just use that info.
