Update or replace current MinGW 8.1 toolchain

      Current MinGW-builds 8.1 toolchain is getting outdated:

      • gcc 8.1 doesn't support latest C++20 features
      • gdb 8.1 has issues that were fixed in later gdb versions (QTBUG-84875)

      Problem is that the mingw-builds project has ceased to release new binaries, so a simple upgrade is not possible.

      We are working on supporting a clang based toolchain for Windows in QTBUG-50804. Should this replace the current MinGW one?
