Support dithering for QImage 32->16 and 32->8 bpp

    Description

      Currently only 1bpp conversions support the dither flags in ImageConversionFlag. However, banding is very visible when converting images with gradients to 16 bpp.

      It may also be useful to add an option to QPainter to be able to generate dithered gradients.
