Window can be activated while being blocked by Qt::WindowModal window

    Description

      A window that is blocked by a Qt::WindowModal window receives QEvent::WindowDeactivate and QEvent::WindowActivate events after clicking on it under KWin. But it should not receive such events at all such as when it is blocked by Qt::ApplicationModal window.
