Make the HorizontalHeaderView delegate lifecycle more consistent when resizing columns

      HorizontalHeaderView seems to recreate delegates when column width is changed and syncView model has 0 rows but not when the row count > 0 this doesn't occur.

      => unify the behavior so that HorizontalHeaderView doesn't recreate the delegates regardless of row count when column width is changed.
