Qt 4.7 snapshot does not compile on WinCE(6)

It gives a compile error:

tools\qsimd.cpp(55) : error C3861: 'IsProcessorFeaturePresent': identifier not found

I think qsimd_p.h should include winbase.h , thats where IsProcessorFeaturePresent function is defined.
