Qt Maintenance Tool on Windows creates shortcuts in wrong directory

      Description

      On Windows Qt Maintenance Tool creates shortcuts to installed applications in a wrong directory.

      I have Qt installed at `F:\qt\official` and all shortcuts are made in `F:\qt\official\Qt` instead of `Qt` dir in Start menu.

      It's especially weird because when I, for example, updated old installed Qt Creator and installer removed old link from old place but created new link in a wrong one.
