Allow styling and positioning for Qml Slider's track and handle separately

      Description

      Currently, slider's background and handle are tightly coupled, like user cannot position the handle on slider according to its need.
      If user wants to position handle in such way that handle center should point to actual position, meaning when its is dragged to max value, half of handle is on track and other half is outside the track, please refer to the attached snapshot.
      Please refer to the attached sample too, where, if handle is positioned in middle of ticks, and when you drag it to min or max position, and try to drag handle by pressing mouse on semicircle that is out of track, it does not move
