Arial Black Italic font is selected instead of Arial Black regular if an Arial Black Italic font is installed.

Arial Black regular (non-italic) does not get chosen when using the default font engine on Windows if you have Arial Black Italic (ARBLI.TTF) installed. Instead the Arial Black Italic font is chosen.

This issue is evident on Windows but not on Linux.

Way to reproduce:
1) Build and Run the attached example without the Arial Black Italic font to see the expected font for Arial Black regular. Please see image: expected.png.

2) Install Arial Black Italic font (ARBLI.TTF)
3) Build and Run the attached example with Arial Black Italic font installed and Arial Black regular seems to be using the Arial Black Italic font. Please see image: witnessed.png for the reference.

Issue is not evident when using FreeType font engine.
