qttranslation updateqm target always out of date

    Description

      Resulted from QTBUG-95975.

      The updateqm target in qttranslations is created with add_custom_target and depends on ALL. The .qm files are re-generation on every build.

      Use the new CMake translation API instead of add_custom_target to make sure that the .qm files are not re-generated on every build but only when the .ts files changed.
