macOS: setCursor is ignored when moving a cursor from constantly updated window

This is similar to QTBUG-96003 yet it is reproducible even with the fix of QTBUG-96003.

When widget 1 and widget 2 are next to each other and widget 1 is constantly updated, setCursor of widget 2 is sometimes ignored.

How to reproduce
Use sample qtbug97626.zip .
Slide the cursor from the right window to the left window. (See qtbug97626-how-to-reproduce.mov )
The cursor shape should change to "OpenHandCursor" in the left window, however occasionally it stays as a resizing cursor shape.
