Compile translations when creating repositories

    Description

      Calling:

       ./update_component_translations.sh -r <qt_path>/bin/lrelease.exe  configurations/pkg_templates/pkg_tools

      will create qm files for repositories which has translation (*.ts) files present and adds the generated qm files to component.xml
