qml viewer needs to be ported to use Bearer Management

The tools/qml/qmlruntime.cpp file has an include of sym_iap_util.h. This is a problem for several reasons, the first is that that file lives in the examples dir tree but thats just a packaging issue.
The more problematic issue is that iap is supposed to be superseded by bearer management and so our tools should use that instead.

Please port the viewer to no longer use iap, the suggestion is to use bearer management instead.
