Implement locale-appropriate formatting of names of people

The Unicode consortium are looking at encoding how to do Person Name Formatting right.
It's presently (2021 Nov) a proposed addition to UTS #35, under Public Review.
We should at least pay some attention to this as it's developed, perhaps contributing if appropriate, and it may be constructive to look at implementing it in due course.
