xcb: scrolling devices don't have PixelScroll capability

      The feature does exist now, on trackpads, touchpads and even some smooth-scrolling Logitech mice: the QWheelEvent will have non-zero pixelDelta, but QInputDevice::capabilities() doesn't advertise it.
