    Description

      Currently, Qt tools are built by default, but they get disabled when passing QT_FORCE_FIND_TOOLS (alongside the QT_HOST_PATH where they can be found). Please make the tools be buildable regardless of whether they've been found elsewhere, not just for cross-compilation.

      In priority order:

      1. qmake
      2. qtpaths
      3. other USER_FACING tools
