For EGL implementations which don't have any configs supporting EGL_BUFFER_PRESERVED swap behaviour, partial updates have to be disabled. This flag should also be set on desktop systems if we've had to fall back to creating a QGLContext on the window (rather than using a PBuffers or FBO as a preserved back buffer).
