Dialog displayed when saving a non-writable file uses duplicate mnemonic

When an attempt to save a non-writable file is made, the "Files Without Write Permissions" dialog is displayed.

Both of the "Cancel" and "Change Permission" buttons use the 'C' keyboard shortcut mnemonic ("Escape", like the Windows version, can still perform the cancel).
