Support CDB debugging on WinRT

    Description

      Local CDB works when attaching to a local WinRT process. This was working with the wip/winrt version of the Creator plugin already.

      winrtrunner can give the PID of the process, and passing -qdebug can cause the process to wait for a debugger to attach.
