Navigating the outline views pollutes editor navigation history

When navigating in the outline side panels with the keyboard, the cursor position in the editor changes, and navigation history items are added.

It should either not move the cursor in the editor in the first place, or at least jump to the editor position without adding to the history (EditorManager::IgnoreNavigationHistory)
