Bazaar's file actions are always disabled

      1. Open a file from a bazaar repository.
      2. Check the contents of "Tools" -> "Bazaar" menu.
        The actions referring to the current file seem to always be disabled. I did not find a way to enable them.

      If I missed something, please let me know.
