Menu displays only one VCS when project is open

1. Have several VCSs installed on your system.
   I have Bazaar, Git and Mercurial.
2. Open a project which is controlled by one of these systems.
3. Check the contents of Creator's "Tools" menu.
   You'll see only the one VCS which is used by the project.

All VCSs should be shown at the same time because some features may be useful even when a project uses another, e.g. "Create repository".
