Add "current directory" versions of CVS commands

    Description

      When working on a CVS project where the source code is split into multiple directories, it is useful to be able to commit the changes on a single directory.

      This request is essentially the same as QTCREATORBUG-10215, but I now intend to submit some code for the feature.
