Code pasting does not work without open file

1. Open a file.
2. Select "Tools" -> "Code Pasting" -> "Paste Snippet..." from the menu.
   A dialog with an editor opens up. In this editor you can edit what you're going to paste.
3. Close the dialog.
4. Close all open files.
5. Select "Tools" -> "Code Pasting" -> "Paste Snippet..." from the menu.
   Nothing visible happens.

The dialog does not need an open file. If there's none, the dialog should open up with an empty editor so that one can enter something. If this is not possible for a valid reason, the menu entry should be disabled.
