[REG 3.1 -> 3.3] Can't open file by dropping it on Welcome mode

    Description

      1. Go to Welcome mode.
      2. Drag a file from Windows Explorer into Creator.
        Creator refuses to do something with that file.

      Instead Creator should accept the drop and open the file. This used to work correctly in Creator 3.1.2.
