      Run

      <Path to Qt Creator>\qtcdebugger.exe -help

      from Windows' "Run" dialog. qtcdebugger will not only show the expected GUI but also an empty command line window:

      The command line window will also be shown with qtcdebugger's dialog about a crashed application.

      I don't see a reason for this command line window. With Creator 3.3.1, based on Qt 5.4.1, it was not there.
