Its placement doesn't make sense, as evidenced by the amount of votes on this question and its answer:

Yeah, it should be in preferences. It also shouldn't be called About Plugins, as 99% of the time you aren't accessing it to read the plugin About blurb...
Tools would be the natural place for it, IMO. If I was a new user, I'd probably look there first, and then check if it had its own tab in Tools > Options (like Build & Run, etc).
