Creator should be able to disable plugins on startup

    Description

      When Creator can't get an OpenGL context (QTBUG-48397), it can't start the Welcome plugin. In this case, it should disable the Welcome plugin, report this error to the user and then just run on.

      Similar actions might also be needed in other cases e.g. UpdateInfo without network access.
