File Wizards are missing for adding new files

    Description

      "New file" wizards are empty on current master.
      Revision 40fd545bf6 as of now.
      Might be missing on older revisions of the master branch too.
      This doesn't happen on 3.6.0.
      Wizard files are present in the folder: QtCreator\share\qtcreator\templates\wizards\files
