[REG 3.6 -> 4.0] Pointless progress bar

1. Start Creator.
   In its lower right corner you can see a progress bar which is not moving at all:
   
2. Move the mouse cursor to the progress bar.
   The progress bar disappears.

If this progress bar has a meaning, it should display a tooltip when hovered with the mouse. If not, it should not be displayed at all.
